This is the genuine Honda Oil Passage Orifice Assembly (part 15140-PZ1-000) for the Honda Acty Truck HA6, HA7 (1999-2009). It is a small calibrated oil restrictor that sits in the engine block oil passage. It controls how much oil flows through that passage, which is what keeps oil pressure and lubrication where Honda intended. It is a restrictor, not a moving pump part.
